Donald Ceng Xiong can only mind control vultures and bears while his daughter Ursula can control the same animals and most other things including humans.

That sounds like a very broken super-power, unless humans are extremely hard to control for her (Regent/Alec can also control humans, but it's hard for him). How hard would you rate her on the PRT classification scale? worm.fandom.com/wiki/Power_Classifications1 is the lowest and means barely above human. 10 means "so strong that you need to call in the strongest superheroes available for reinforcement". Skitter/Taylor is a Master (someone who controls stuff) with the ranking 8 with Regent being somewhere around 6.

Maybe I should just replace controlling humans with mind reading (I don’t really want to make her invincible although I said in my fanfiction that she is the strongest parahuman). She killed Lung at only 8 or 9 years old by rupturing his head.

I will decide Ursula’s final powers when I make her story. By the way, I have decided that they can’t mind control animals. They are only able to speak their languages.

She killed Lung at only 8 or 9 years old by rupturing his head. I'm not sure if mind reading works. There is only one confirmed mind-reader in the Worm universe and that's the Simurgh. parahumans.wordpress.com/2011/09/13/agitation-3-11/Maybe she can have a power like Tattletale's that's very similar to mind reading, but actually different. Something like being very good at reading faces maybe (that's what the super heroine Alexandria has).

I have decided not to use any mind reading. Who are the top ten most powerful parahumans?

That's very tough to answer since many of the most powerful parahumans have never made an appearance.
Of those whose abilities we can quantify, we have: 1 & 2. Eidolon / Glaistig Uaine (they seem to be roughly equal). 3. Echidna 4 & 5. Alexandria / Legend. 6. Contessa 7. Moord Nag 8. Nilbog 9. Gray Boy 10. The Siberian
Then we also have Sleeper, who is extremely powerful, but whose abilities are unknown and the Ash Beast (ditto). They are probably near the top. Then we have those who technically aren't parahumans (since none of them are human), but are often associated with them, such as Dragon (the most powerful Tinker in the world), Scion and the Endbringers. Scion is more powerful than anyone else on this list combined, but he technically isn't a parahuman. The Simurgh is widely regarded as the most powerful Endbringer (and probably the most powerful being in the setting after only scion), followed by Behemoth and then Leviathan. If we added them, the ranking would be: 1. Scion 2. The Simurgh 3. Behemoth 4. Leviathan 5 & 6 & 7. Khonsu /Tohu / Bohu 8 & 9. Eidolon / Glaistig Uaine 10. Echidna

For creature and GA, are those in the SB stories?

My list of characters is from the web-serial Worm which, while extremely popular on SpaceBattles, originated on a WordPress blog. GreenArrow's story on Donald Ceng Xiong (which is set in the Worm-universe) exists on SB, but I think it also exists here.
