Is 'retarded', in the context it tends to be used in today (to imply stupidity), offensive? Or is it just a word?

While it can be used as an objective description in some cases, its inflationary use as an insult makes it bear negative connotations, so I'd like to prefer synonyms when possible (such as "backwards in development").

Such things are utterly pointless, eventually the synonyms just become insults Retard Handicapped Mentally Disabled All started as acceptable words, this did not change because the words' meaning was twisted it changed because of our society's stubborn refusal to admit the truth, being retarded makes you inferior. There is no getting around it "developed mentally delayed" means literally the same thing as mentally retarded, one only fell out of fashion because people started using it as an insult and why should they not? People who are not retarded should be offended when called retarded. I also find the reasoning behind changing the word used to describe them insulting as it implies that retards are my equal, they are not, that's what makes them retards.

I use it to describe much of humanity's senselessness. Yes, my faith in humanity still hasn't gone past 0...
Some people are so dumb that calling them retards would actually be a complement.

Well it's not a part of my vocabulary, but as stated above, to some it is a compliment

Yes it is. The word retarded is a way of speaking ill of someone. That's my opinion.
