Hit's time skip improvement doesn't seem to have any limits in the db super universe.

We have the same opinion. Hit can actually beat ssgss son goku with kiao ken if killing was allowed.

Yeah, I think you really shouldn't be making Naruto vs DBZ matchups if you don't think they're balanced because right now, we have plenty of Naruto vs DBZ mismatches here.
