I'd assume most would, it would be kind of difficult for large theropods to mate with just cloaca.

Dinosaurs have penises, just not outside the body. It's inside the cloaca or something...

As the ancestral state for Aves most likely was to have a penis, and crocs posess them, too, via phylogentic bracketing we can say with some security that non avian dinosaurs most likely had them.
