The cobra is slightly under the size of the Dromaeosaurus, but that venom is still very potent, so it could likely win if it got the venom into the dinosaur.

I'm not 100% sure who to favor - this depends on the agility of the Dromaeosaurus, as well as venom resistance. It's very agile, but will it be enough to dodge a strike in close quarters? And if not? Can it handle the venom (I wouldn't think so).
Not a mismatch at all but very hard to pick.
