Tarbosaurus is not as heavy as Tyrannosaurus, but is a bit lighter and can manuever around Tyrannosaurus, so it wins.

I don't think the disparity in mobility is THAT drastic - should be comparable at similar masses and Tyrannotitan seems to have a decent size advantage too. I don't see why it wouldn't win.
