I think their positions here are of great importance. If the eel can get below the snakehead and strike, say its gills, that's a quick killing blow. On the other hand, the snakehead may be able to skullbite the eel if they're head on.
Might go with 50/50.

How strong are eel skulls? I don't think it'd be HARMLESS, but you might be right it's likely not a game changer.

If they lack a crushing bite and it's against a flexible skull, then yeah I don't think a skullbite would do much.
